The Symposium was held in the historic Low Memorial Library’s Rotunda on the main campus, and featured four expert panels, each exploring a different aspect of the energy industry.   The panels were: Energy Development in the Developing World, U.S. Energy Policy and the Portfolio of the Future, Commercial Structure of the Energy Supply Chain, and the U.S. Smart Grid Effort.   Experts from private, public and non-profit sectors weighed in on each of these issues as the day progressed, while also answering questions from the audience.   The event also featured a keynote address from John Hess, Chairman and CEO of the Hess Corporation, who spoke about the challenges he sees facing the energy industry in the coming years. While students were happy with the conversations alone, they were also treated to a gourmet breakfast and lunch, as well as a cocktail hour following the session.   The cocktail hour gave students the opportunity to meet some of the panelists, as well as to network with other students and alumni interested in similar energy issues. Plato writes in Book Nine of â€Å"The Republic,† that in a good society there should be censorship, which should be determined by the ruler. Plato has a very strict view on what should be censored in education. For example, Plato believes that many sections of the Odyssey should be censored. I believe that censorship should be considered at a much smaller level. Plato believed in censoring poets, especially for the use of education. Plato said that fables and legends that are normally told to young children give a false idea of gods and heroes. Plato believes that the only thing that poets or writers should write about is the â€Å"divine nature as it really is† (71). Plato believed that children should only learn the truth, because if they do not they are given a false idea of life. I do not agree with Plato and his idea that fables and legends should not be told to children. I believe that children need to hear fables and legends. The fables and legends help young children understand major ideas that they otherwise would not understand or be interested in. For example, the fable of â€Å"The Milkmaid and her Pail† makes it easier to understand the theme â€Å"don†t count your chickens until they†ve hatched. † If a child is just told that idea they will not automatically understand it. Children need to be able to relate to what they are being taught in order for them to stay interested and listen to what they are being taught. This story may not be the â€Å"divine truth,† but I believe that it still has an important lesson for children. There is no harm in fables or legends and I do not believe that they should be censored. Plato believes as children get older, what they learn should still be regulated. Plato believes that even the Odyssey should be censored. Plato does not agree with Homer when he describes Zeus as bestowing of both good and evil. Plato says the truth is that Heaven is only accountable for what is good, not what is evil. Plato therefore, believes that what Homer has written is false and should be censored. Also, Plato does not approve of the language used in parts of the Odyssey. Plato says, â€Å"the very sound of which is enough to make one shiver† ‘loathsome Styx,† ‘the River of Wailing†¦ â€Å"† (77). Another part of the Odyssey that Plato would censor is the â€Å"wailing and lamentations of the famous heroes† (77). Plato does not look at death as something to fear, so promoting death as a bad thing should be taken out of writing. I do not agree with Plato. I find nothing offensive about his writing and language. I also do not believe there is anything wrong with writing something that is not the â€Å"divine truth. It is the right of the writer to choose how he writes and what he writes about. Hence, I believe that it is up to the discretion of the reader to pick what they do and do not read. When it comes to education, each school should decide on what to censor. The individual schools will know what is and what is not appropriate for their students rather than the government. I also disagree with Plato†s idea of banning the weeping of the dead. Plato said that death should not be feared. This is an issue that varies on an individual basis. Sometimes these beliefs are religious beliefs and sometimes they are not; and I believe that these thoughts and ideas should not be restricted in any way. Plato believes that the ruling part should set restrictions and enforce them. Plato does not believe in a poetic license. Plato says, â€Å"You and I, Adeimantus, as not†¦ to invent stories ourselves, but only to be clear as to the main outlines to be followed by the poets in making their stories and the limits beyond which they must not be allowed to go† (70-71). Plato believes that it is the ruler†s obligation to state the limitations of the writer. He also believes it is the writers obligation to follow these limitations. Plato believes that these limitations are all focused on writing of the â€Å"divine truth. † He believes an artist should paint a picture exactly as it is seen, without any imperfections. A writer has the ability and the right to write whatever they want to and how ever they want to. I strongly believe in freedom of speech which Plato does not believe in. This does not mean that I believe that children can read anything, but I believe that it is the responsibility of the parents to watch what the children read. As the children get older and enroll into school, it also becomes the schools responsibility to censor what the child reads. Artist George Catlin Proposed Creation of National Parks The creation of the National Parks in the United States can be traced to an idea first proposed by the noted American artist George Catlin, who is best remembered for his paintings of American Indians. Catlin traveled extensively throughout North America in the early 1800s, sketching and painting Indians, and writing down his observations. And in 1841 he published a classic book, Letters and Notes on the Manners, Customs, and Condition of the North American Indians. While traveling the Great Plains in the 1830s, Catlin became acutely aware that the balance of nature was being destroyed because robes made of fur from the American bison (commonly called the buffalo) had become very fashionable in the cities of the East. Catlin perceptively noted that the craze for buffalo robes would make the animals extinct. Instead of killing the animals and using nearly every part of them for food, or to make clothing and even tools, Indians were being paid to kill buffalo for their fur alone. Catlin was disgusted to learn the Indians were being exploited by being paid in whiskey. And the buffalo carcasses, once skinned, were being left to rot on the prairie. In his book Catlin expressed a fanciful notion, essentially arguing that the buffalo, as well as the Indians who depended upon them, should be preserved by being set aside in a Nations Park. The following is the passage in which Catlin made his startling suggestion: This strip of country, which extends from the province of Mexico to Lake Winnipeg on the North, is almost one entire plain of grass, which is, and ever must be, useless to cultivating man. Methodology In recent years, a trend has developed in law enforcement to encourage education. Several major police departments across the world are encouraging officers to seek advanced education (either a bachelor’s or associate’s degree) before joining the force and many other departments are verbally encouraging their officers to seek continuing education in everything from additional languages to police procedures. This education is being promoted in addition to the required stint at a police academy for what amounts to an on-the-job training program. This study is to determine if education level makes a difference in job attainment and promotion levels. The study discussed here will look at two measures of the impact of education on law enforcement. First, it will attempt to identify the impact that education has on recruitment and promotion within law enforcement. This will be a quantitative study to see if education leads to higher attainment in the field and more rapid promotion through the field. Second, it will attempt to measure the effect of education on the effectiveness of perceived effectiveness of the law enforcement officer. This portion of the study will be attempt to determine if education makes law enforcement officers better at what they do. For the purpose of this quantitative study, formal education will be defined as an attainment of tertiary level of education either represented by a bachelor’s, associates, technical degree, or the completion of formal training programs developed by professional or educational institutions. The study excludes the completion of police officer training as an acquired formal education because it is a requirement of the profession and subject to independent standards. Continuing education will then be defined as an acquisition of additional education beyond defined minimum standards of formal education (West Sussex County Council, 2006). In the event that an agency requires a minimum education level to achieve employment that fact will be noted as a factor within the study results. For example, the Illinois State Police require that applicants have attained at least a bachelor’s degree. In the event that other police agencies have similar requirements they will be noted in the study results. In an attempt to answer these questions, the researcher will evaluate the education levels held by law enforcement officials at varying levels of responsibility.   Law enforcement officers who receive their position by virtue of election rather than merit or appointment will be removed from the study (largely sheriffs) as this could skew the results in a manner that does not reflect the standards of professional law enforcement.   In some forms of American law enforcement, the preeminent administrative office (sheriff or chief of police) is an elected position and based more on politics than on law enforcement ability. Approach to Research As the purpose of this study is to determine the effect of education on employability and promotion of law enforcement, one aspect of the study will be to determine the rate at which education affects promotion within the department.   First, the study will attempt to determine if applicants hoping to become law enforcement officers are more likely to be hired if they have achieved additional education.   Then, it will attempt to determine if that education leads to their faster promotion within the agency. Within peer groups with like job assignments, the study will also attempt to determine if education affects leadership abilities or perceived leadership abilities. For example, the researcher will attempt to determine if among all patrol officers those with greater educational achievement are the de facto leaders within the organization. This will be a quantitative study done using employment records of several different police agencies. Demographic data will be gathered from employment records and surveys will be submitted to law enforcement personnel to ask those in charge of hiring and promotion decision what factors they consider when selecting officers for promotion.   The study will also use personal records to identify officers that have received commendations for meritorious service or been disciplined for inappropriate police behaviors as these factors should be included as indicators of the effectiveness of police officers as it relates to their education level. In addition to the questionnaire submitted to police personnel, the researcher will conduct interviews with several individuals responsible for the selection and promotion of police officers to acquire anecdotal evidence regarding the usefulness of education in attaining and retaining employment in law enforcement. Once the data is compiled from the employment records, a multivariate analysis will be conducted to determine the impact of education on the promotional process. The study will necessarily look at other factors which may impact promotion rates including union membership, length of service, gender, and work history. The second phase of the analysis will be qualitative in using the interviews and questionnaires from law enforcement officers and those who hire them to discuss the factors that contribute to preference in hiring and promotion. This section will be used to identify the second part of the research question, regarding the effectiveness of officers with additional education as opposed to those who do not have additional education. The study will also consider the data collected regarding merit commendations and disciplinary actions. This information will be used to track attitudes about educational importance. In the studies finding, this information will be compared to the actual data culled from personnel records to determine if perceptions and reality are coinciding. Hypotheses The primary research question is how the attainment of education affects the law enforcement officer in terms of employability, promotion and effectiveness on the job.
